Check out tax form 5695 and the 5695 instructions. My interpretation is that roof replacement does not count towards the cost of solar installation, because there's nothing other than common sense stopping you from putting panels on an old roof. There is a separate on page 2 of the tax form for qualifying roof shingle replacement though.
